Is it doing this consistently for you? I may have to have a look at this in person as I checked the quest and completed it many times and was unable to replicate the issue :/.

It's probably personal
$20 says my father went personally to wormwood and instructed them all to withhold my candy. He's a dentist. It wouldn't be the first time this has happened to me

Just a reminder that the event will end after November 20th, 2015. There is a little more than a week to complete any quests or fight any of the Halloween bosses.
After November 20th you will have to wait again until next year!

You'll need to use the quest system tagging.
Click yourself once to get the context menu, then select the 'toggle quest item' option. Select the stack of candy you want to mark as your quest item.
If you have the required candy for the objective, double click the NPC that gave you the quest and you'll complete it to get your reward.

I'm sure the Halloween event is/was amazing, but it just sounds exhausting.

The Halloween event is massive and takes a awhile if you're aiming to get everything done. Not everything is accessible right away and requires searching around for clues/hints to help you progress.
For most of the content though, you'll be able to access the bosses the second you get the key, then you can come and go whenever you please.
That being said, it can feel like a grind at times and some of the quests are a little more slow paced. I don't believe anyone has fully completed all the content yet but some may have come close. We appreciate player feedback and will make adjustments/additions for next year.
Soon there will be turkeys popping up and Red's got the Christmas event planned which is more of a hack and slash and less quest focused so it'll be a different flavor than the Halloween event.
