eh, i just dont like the idea of it being totally capped at 35. what do people do if they already hit for 28-30 dmg (archer with a heavy bow, or a lumberjacker axer). mathemtically it makes no sense for them to spend 5 mana over and over to get a super small chance of 5-7 more dmg. the % increase allows all weapons to benefit from it.

Because the mana cost is so low, the benefits should not be as great as to overshadow the use of other specials/spells.
It would be similar to giving magic arrow the capability of hitting for 40 damage every so often. Lightning strike's primary is there to give you a high chance to hit your target. The critical hit is a bonus.

it is hard to NOT go over 45 hci on this server on a dexxer with just ring,brace,earrings, arms of bane, and then any other item with HCI. All I am saying is that it wont bee too usefull for people who already hit hard.

That's actually one of the problems with items. There's too much emphasis on stats when it should be emphasis on skill/spells instead. This is one of the reasons why I loathe fancy artifacts and the items AOS introduced to the game.
It's still quite useful for new players starting out who may not have the gear necessary to obtain that (Such as samurai just training up). It's also still useful in PVM as it surpasses the cap. It's only a constraint PVP wise.

Why would anyone train up sammurai tho? Hell if It wasnt that I only have it on my PvM meleer, Id drop it. Like for example if I had it on Plas, I would drop sammy.
D's Idea of a %increase is right on the money. It sounds fair to everyone and not OP. I say you should give it a chance, hell if it really does turn out to be OP just put it back like you want to, but I doubt it will.
You should always try toning things down to a middle ground and not completely nerfing them first. 35 cap for people that can hit for 28-31 damage normally is a complete nerf, not a scale back.

Well, considering it's capped on OSI at 35 damage, it's not really a nerf. In fact, it was like that before and the only reason it now did 80 damage is cause red made a change to death strike's direct damage that affect lightning strike as well (Not supposed to). So it wasn't meant to be an intentional thing.
D's idea is interesting but it would involve some work and a lot more testing. For now we'll be setting it back to the way it was before with a few modifications. A change like that would take more time we are currently dedicating to complete hanging systems and bugs.
