That's right, there's a lot of custom artifacts that are very similar to OSI artifacts. There are also OSI artifacts we don't even have here that are very comparable to some of the customs, i.e. Crystalline Ring, Lieutenant of The Britannian Royal Guard, Djinni's Ring, Gladiator's Collar, etc.
A lot of the really good OSI artifacts are of considerable difficulty or time to obtain however. Collection rewards require you to clean out your house and bank to collect points while champion spawn artifacts require luck of the draw and also come with a durability penalty that cannot be increased by fortification.
I believe OSI made glasses take the head slot for the purpose of creating a unique type of helm (glasses are worn on the head). They also follow the tradition of the whole earrings slot as there are a few rare earrings out there such as nocturnes and protection earrings. These earrings have very few properties but are incredibly prized due to them taking a slot that normally doesn't have properties attached to it. Same idea with the apron slot for crimson cincture and the sash slot.
If the glasses had taken the earrings slot, we wouldn't have glasses with such exceptional bonuses. They would have likely been comparable to special earrings. There would probably be a helm + glasses conflict too, particularly with something like a close helm.
