Not sure if this has been suggested before, but what about implementing Town Invasions. For example, the Vesper graveyard could overflow and the undead mobs plus some harder ones could spill into Vesper.
This could be part of a long term quest type event where an NPC could be used to ask the players to help cleanse Vesper of its evil inhabitants. To get players to go to Vesper, perhaps the tougher mobs acould have a very small chance to drop a few nicer items. The chance would be random and would be small but would give players a reason to go to vesper.
While the Town is occupied by the undead, all the NPCs would be gone and the shops would be closed due to everyone fleeing the town. Upon completion of the event, everything would return to normal.
Some of the Mobs I might use would be the usual graveyard mobs (Skeletons, Zombies, Wraiths, Ghouls, etc). These would be in the graveyard and also on and around the outside road to vesper and would be the lower level mobs.
For the town I would sprinkle a few of the graveyard mobs as well as Vampires, Werewolves, Mummies, Wights, Rotting Corpses, Lichs, and Lich Lords. Perhaps a few named undead mobs could be created. These could also be rare and would hold key items that would help end the invasion.
When the items were recovered and given to the quest NPC, the NPC would then announce that they will be able to "finish" the job and the spawns would then be "turned" off. By changing the quest events, the spawns could be reused again when desired.

I've mentioned the town raids, but not with a purpose. It'd be cool to see. It's not like that many people really use most of the towns outside of Luna.
