Almost any recording program will do to record the tapes the the PC. Then to burn them to CD nero is the best in my opinion, but it's mostly a preference thing. Also check out the article on this if you have not.

Since you're using an uncontrolable (from the PC's perspective) audio source, I don't think any software will just do it for you. You'll have to manualy hit record in some audio editing app and then play on the casette player. I like to use Audacity for stuff like this.

Yeah, unless you're using like a firewire tape recorder or something, but I don't think there's such thing as that. :D
