The water vats don't seem to be absorbing water from jugs so the quest cannot be completed. So until this is resolved, simply gather 200 fungi and page a gm to exchange it for the 100 powder. Mention you're account name and char so if no staff is online we can place it in your bank when we get the page. Be sure to leave the 200 fungi in your bank as well.
