Named creatures in the labyrinth won't spawn as paragons or supremes, I believe that's disabled as they are already considered as "buffed up". The only place that should have paragons is the twisted weald as it's considered part of the ilshenar region. Even those, the named creatures should not turn in to paragons or supremes but cannot recall right now what the flags were set to.

yeah but arti drop rates are so insignifigant that you need double arti chance to make these critters worth it

Got a point there, but UO has never been about getting artifacts like hot cakes. You should see UOSA drops, they are pretty bad. Hopefully with the spawner fixes and rate adjustments it will be easier to obtain many of the ML artifacts and trade/sell them.
