Does the loot in treasure chest's become better with higher luck?

Luck does not affect treasure chest loot. The treasure chest's level determines its quality and quantity of loot.

This only applies to treasure chests dug up from treasure maps and SOS treasure chests.

Dungeon treasure chests work on a custom system, hence why the rewards are considerably different and better than the classic OSI treasure chests and sos chests. I believe dungeon chests take luck into consideration for some of the special drops. Felucca also increases your chances of getting better items over chests found in trammel.
