Gonna go with no. That's just for AoAs.
Oh and I think maybe for the Tram arties you can get in Tram dungeons?
Like the UO decorative statue etc.

The fame requirement for artifact gathering is for the AOA system only. You do not need high fame or karma to obtain a UOML artifact from killing named creatures.

Having higher fame or karma will not affect your chances at an artifact, but your luck property will. Peerless bosses also give an artifact drop.

Fame and karma also has no effect here.
