So whats the newest Ultima Online out and is there any freeshards for it or is this the newest?

ML is the newest. There are a few full ML free shards out there but not sure how good they are.
I don't yet consider this shard "full ml" but we are up there compared to lot of other shards that state to have ML.
prespawned peerless that drop doom artifacts, half done spellweaving, or hiryus with body value of cusidhe do not count as ML.

KR is just a new client, there wasn't any new content aside from that.
As far as I know, there aren't any free shards that support it, but I could be wrong. It would likely be buggy because EA is still trying to fix a lot of the problems that came with it when it was released.
I think they might just be scrapping that client during the first half of next year because Stygian Abyss will have a new client come with it. So my guess is they are going to change the KR client a whole lot, or just learn from what went wrong with it and try to make the SA client run smoothly and forget that KR ever existed. Which is a good idea, since there will be a whole lot of new stuff for players to be doing with SA, they won't want to be having to deal with a buggy client.
Why is it that OSI is never prepared every time they release an expansion? Anyone else remember the insane lag for a month following the release of AoS?

There are no plans to support the KR client. Also we wont touch SA stuff until ML is 100%. At most we may spawn the SA dungeons/maps but not sure yet if we will. (I'm sure they'll eventually come to 2D).

It is not legal/ethical to support the UOKR client. Although some shards have figured out the packets to support the UOKR client, if EA were to find out, they could take action against them. Therefore, in the interest of the shard, we would only support the 2D client to ensure that we don't get into any trouble (Unless EA specifies that it's alright, which I don't see why they would). With free shards and implementations you have to be very careful as only certain things are allowed. It is not yet known if Stygian Abyss (The newest expansion after Mondain's Legacy) will be available to the 2D client. Originally, OSI planned to make it KR client only in order to push people into using their new client. However, veterans of Ultima Online are not entirely pleased with the KR client as far as certain aspects go (PVP, house decoration stacking, etc). That being said, there are speculations that Stygian Abyss content will also be created for the 2D client. If this is the case, we will see if it's worthwhile to bring that expansion over to the shard.
Of course, UOSE and UOML content come first (I don't think there's anything missing from UOSE content anymore mind you), but UOML still has a lot of systems to put in (primarily quest and craft which require a lot of coding hours as runuo is not currently compatible with AOV's plans). When those systems are complete or near completion, then we will look into further implementations for the shard (Whether it be custom systems like events or new UO expansions).

cool glad to hear it yeah I like my 2D oldschool way how ive been playing since 99 lol I would not want them to make it purely only 3d as some of us can not afford new pcs

To be fair, I have to give EA credit for redesigning the old UO client. IMO it looks nice. I'm a fan of some of their gump changes, particularly backpacks and the spellbar on the bottom of the screen (Maps to hotkeys). I believe they even added in a talkmode/castmode where you can change to castmode and not have your hotkeys echo into the game (No more running around with a 'hhghghghhh335587357867' above your head).

And this is one of the reasons I never bothered to even try to reverse engineer KR. It was not yet officially released, it's always been beta tbh. So anything could change, such as, completely discontinuing it.
They should just stick to 2D.

If you think they will just scrap all the work they put into KR and develop a brand new client, there's a bridge I want to sell you.
