umm i know when u complete a bod u only have to wait like 5 mins, but if u cancel a crappy quest, u have to wait like 100 mins, is this a bug? or is taht how it is supposed to be?

When you complete the quest, it gets "reset" in a way. So no, it's the way it was intended.

It's meant to be like that, otherwise you can just keep canceling until you get a high end quest.
