It seems area spells don't affect blues in felucca. I'm not sure whether or not this is intentional though. I'm guessing it is intentional to avoid being guardwacked, but since we don't have guards in Fel here it's probably a non issue. I will look into this issue eventually.

Pretty sure that falls under the flagging system. If you are a blue and use an area spell, it might not hit innocent characters.
